Does Three Strikes Deter? A Non-Parametric Estimation

چکیده

We take advantage of the fortuitous randomization of trial outcome to provide a novel strategy to identify the deterrent effect exclusive of incapacitation. We compare the postsentencing criminal activity of criminals who were convicted of a strikeable offense with those who were tried for a strikeable offense but convicted of a non-strikeable offense. As a robustness check, we also make this comparison in states without three strikes laws. The identification strategy lets us estimate the deterrent effect non-parametrically using data solely from the three-strikes era. We find that California’s three strike legislation significantly reduces felony arrest rates among the class of criminals with two strikes by 17-20 percent. * Names are in alphabetical order. THE COMPARISON OF TWO METHOD NONPARAMETRIC APPROACH ON SMALL AREA ESTIMATION (CASE: APPROACH WITH KERNEL METHODS AND LOCAL POLYNOMIAL REGRESSION)

Small Area estimation is a technique used to estimate parameters of subpopulations with small sample sizes.  Small area estimation is needed  in obtaining information on a small area, such as sub-district or village.  Generally, in some cases, small area estimation uses parametric modeling.  But in fact, a lot of models have no linear relationship between the small area average and the covariat...

Determination of height of urban buildings based on non-parametric estimation of signal spectrum in SAR data tomography

Nowadays, the TomoSAR technique has been able to overcome the limitations of radar interferometry techniques in separating multiple scatterers of pixels. By extending the principles of virtual aperture in the elevation direction, these techniques pay much attention in the analysis of urban challenging areas. Despite the expectation of interference of the distribution of buildings with different...

A robust wavelet based profile monitoring and change point detection using S-estimator and clustering

Some quality characteristics are well defined when treated as response variables and are related to some independent variables. This relationship is called a profile. Parametric models, such as linear models, may be used to model profiles. However, in practical applications due to the complexity of many processes it is not usually possible to model a process using parametric models. In these cas...

A new non-parametric approach for suppliers selection

In this paper we propose a simple non-parametric model for multiple crite-ria supplier selection problem. The proposed model does not generate a zeroweight for a certain criterion and ranks the suppliers without solving the modeln times (one linear programming (LP) for each supplier) and therefore allowsthe manager to get faster results. The methodology is illustrated using anexample.
